Celtx is a neat, fairly comprehensive, collaborative script/storyboard production management environment. It’s free, too.
Now it won’t draw your storyboards for you. I’ve seen a number of clipart, psuedo-3D apps that can graphically represent a scene for you, but I haven’t really used any of those.
