Option + up and down arrow doesn’t move clips up or down a layer in the timeline like FCP. How can I do this in PP?

Did you go into your keyboard short cuts and assign them to do it? Look for Nudge Clip Up/Down and assign it. The Premiere Pro Default keyboard in CC seems to have it so check to see if you are running custom keyboard layout.
