What is the optimal scan resolution to scan 35 mm. color negatives for import into 1.5, output to DVD for cable TV.

If you are not doing any zoom or pans, a 648×480 (square pixels) cropped image will give you a perfect fit in a 4:3 frame. If you plan on zooming in, add that zooming percentage to the resolution accordingly.

I’d say the optimal scan rez is however high you can afford to get it, up to 4K. You can always downsize the scans later for a particular use, such as SD video.
