Optical Flares
Is it possible to link optical flares to audio, like you can with twitch?
So when the audio reaches a designated amplitude the flare flashes or gets brighter. -

Sure.
Expressions can do almost everything.
You only have to Alt click the brightness of Optical Flares and link it to the analized song info. Trapcode has a plugin that does it and can be linked to any parameter you wish.If Im not wrong, After Effects can do this without plugins.
