This is the Premiere Pro forum. Premiere Pro and Premiere Elements don’t actually have much in common, despite the names. If something works in one, that is no indication about whether it will work in the other.

There is no generalization on this question.

Yes, Premiere Pro projects created with one OS can be opened on another OS, with some caveats. Same for After Effects. But not for Encore. You need to address this question case by case.
