I don’t know if you could always open multiple projects in Premiere at the same time or if this is a recent addition, but I just found out about it and have been using it and it’s great. That said, I have a couple older clients where all of their video projects exist in one (for each client) massive Premiere project file. I had simply created one Premiere project and inside of that, a folder of each video (sub) project I did for them.

Is there an easy way to split each of these (sub project) folders into their own project files or is it just a matter of duplicating this one project file multiple times and then opening each up and deleting all but one (sub project) folder from each?

Yes, you can export folders or sequences as their own Premiere Pro project files. Select the folder or sequence that you want to be its own project and then go File > Export > Selection as Premiere Project and a Save As window will open.
