OMF and Final Cut Pro

You are correct. This makes sense as OMF was invented mostly to allow audio programs to interface easily with video editing programs. It is an open framework that allows various programs a way in and out.
It makes sense that you would not be able to import an OMF into FCP as FCP is not designed as an Audio editing/mixing interface (although I believe that it has a lot of audio horsepower). For this you would have to turn to Logic PRO as express does not give one the ability to import OMF audio files.
