Specifies the angle by which an elliptical brush

Yes, it is in the brush palette. Click on Brush Tip Shape and you’ll find the options you’re looking for.

Lets make sure we are on the same page. When I open the Brush Palette I only see a shape to choose from & the size & Soft to Hard sliders. There is no third option for flattening that shape or to rotate it, like there was in PS6. Unless I’m looking in the wrong place.

Go to Window>Options to show you all of your brush options. Then choose brush tip shape.
