Oil projector effect

Hi everyone!

I am wanting to know how to create an Oil Projector effect in Premiere (or Combustion / After effects) – without shelling out for an actual projector. Here is a link with some images if I have not explained myself clearly.

In AE look into the Fractal effect (not fractal noise).
