Is there a way to motion tile and have each copied image appear offset in time? Something like a filmstrip would do the trick. Same footage, different timecodes for every copy.

You could combine Motion Tile with the Time Displacement effect [link]; otherwise, you could duplicate your footage, offset it in time, and arrange it linearly like Motion Tile would do.
