    I would like to offset the Red, Green, and Blue channels of an image in position (kind of like how channel Blur blur’s each channel individually)

    how to?

    How about using 3D Glasses? Or you could duplicate the image 3 times and use Shift Channels to set one dup to Red, one to Green and one to Blue. Then you can position these layers whereever you want.
