I am using the Blackmagic offline RT easy setup -320x 240 which turns off the Decklink video
is there a way to view my footage via the decklink card on a NTSC monitor. -

Hi Ron,
No, that’s the way Final Cut Pro is designed to work and OfflineRT can not be monitored on an external monitor. However hard disks are big and cheap these days and so very few people still use OfflineRT. You may wish to consider using a full resolution, compressed timeline as it won’t take up much hard disk space and will allow you to monitor your video.
