Use Apple Cinema Tools to convert the edit list to 23.98 and then recapture in 23.98 in HD.

Export your 29.97 EDL from your timeline in FCP by clicking on the timeline and then choosing FILE–>EXPORT–>EDL. Now open the EDL in Cinema Tools and choose EXPORT–>CONVERTED EDL–>23.98 from 29.97. Now import the new EDL in FCP and recapture your footage.
