NTSC to PAL using After Effects
I have an AVI D1 NTSC file to be converted to D1 PAL.
According to this Adobe Guide it’s as simple as dragging and dropping files and changing Frame blending

Do you guys agree? Or is there something else need to be done?

That document outlines the best option you have in AE without using 3rd party effects.
