NTSC D1 vs. DV issue

Hopefully there’s a solution to this bad boy.
We’ve got a project that’s a series of five 20-minute programs. All footage was shot on DV. The original deliverable (back in 2006) was Beta SP. At the time, everything was captured 20:1, and then onlined at 1:1 NTSC and output to tape.
These programs were originally shot for an English-speaking audience. We’ve done iterations in several more languages, and now we deliver on DVD.
Whenever a new language was required, we’d just duplicate the sequences, put the new language in, extend or tighten up the video to fit, and we were off to the races.
After the first few languages, we consolidated the project, leaving ourselves pretty big handles, to trim or extend, when necessary, and this worked well.
The problem that we recently ran into is that the newest language (Karenni) is FIVE times longer than English. It’s required a complete re-edit of the original sequence, and because the original workflow didn’t make much sense anymore (when was the last time anyone ever captured 20:1??!), we recaptured all of the original clips at… DV25.
So now we’ve got five new 45-minute-to-75-minute sequences, all linked to the newly captured DV clips, so we can extend to our hearts’ content.
But now we’ve got 720×480 DV footage inside our original 720×486 sequences. Our normal workflow for authoring the DVDs was QT Ref -> Compressor -> DVDSP. For the better part of five years, this worked just fine. However, upon checking the newest batch of DVDs (the first since re-capturing the original footage at DV resolution), there are (what appear to be) field-related errors everywhere.
SO I then took an offending test chunk, and, after failing to find a way to export a QT ref at 720×480, exported a self-contained 720×480 QT and put it through the normal workflow. The resulting DVD looked good.
So my question: Is there another way to accomplish what I’m trying to do without tying up my Avid by exporting self-contained Quicktimes for an entire day? Is there a way to get a QuickTime Reference out of my project at 720×480?
