September 27, 2011 at 3:07 pmThe difference between PAL and NTSC footage is framerate and framesize. And you can mix different sizes and rates in a Premiere sequence. (Granted, it may not always give you the best results.) If you want to export as PAL, then be sure to set up your sequence with PAl settings.

Indeed you can mix, but the result, to my eyes at least, will be pretty bad in most cases, the more motion, the worst it gets. Your best options are Twixtor or a plugin from Video Copilot (free but very render intensive).
