The Noise Gate is only a threshold below which it shuts down the audio output completely. It does not remove “noise” in particular, it removes “everything” when the volume drops below a certain level. If the volume never goes below the threshold that you set, the noise gate never kicks in. It is for removing noise in parts where there should be silence (like between someone speaking) restoring the silence. If you don’t want silence, then you don’t want to use a Noise Gate.
To remove camera noise you can try using the Track EQ with the [Sys] 60 Hz hum notch using four stacked filters setting and then adjust the frequency to match the frequency of the camera noise but depending on the noise it might not work. At that point you’ll need to buy a plug-in like BIAS Sound Soap, Sony Noise Reduction, or iZotope RX. (those are listed from least expensive and least effective, to most expensive and most effective… this is a case of “you get what you pay for” but BIAS Sound Soap is quite capable of handling camera noise)
