no value when hovering or double clicking on keyframes in timeline
according to the help file, one should be able to double click on a keyframe and see the value for the parameter.

One should indeed. Have you checked your graphics card settings? This may be related to a generic drawing problem. Other than that I can only think that your keyframes belong to a layer that is locked and thus are not editable.
