    I did something by mistake the scroll bar in my effects bin disappeared, to be replaced by two vertical bars with arrows like this < >.

    I can’t scroll up or down anymore no matter what I do.

    I can’t figure out how to change it back.

    It ticks me off that Adobe would put a feature like this in the software with no easy way to change it back. I have no idea why anyone would want to scroll left and right in the effects bin.

    Any help would be appreciated.

    I’ve seen this happen from time to time. Just a glitch in the window mechanism.

    To fix it, I think you have to undock the Effects window (drag it out so it becomes its own window), resize it, save the project (which saves the new window location/size), then quit Premiere Pro. Open the project again and it should be fine.
