  Night Scenery (From airplane)

  I am a pilot and recently took some night video with an HD camera. The below image is one of the stills from it. I realize that this is really nowhere near good quality but I figured I could use photoshop to clean it up significantly. (I intend web use for the shot)

  I just upgraded from tools I’ve had since 2004 to CS4. Does anyone know of tutorial site that could help with this, or if you are willing, give me steps I can use to try to improve it?

  It is grainy so I would want to remove that and try to sharpen up the lights a bit more.

  I apologize for my ignorance I just don’t know where to start from.
