Why did you set the render settings to 1024 x 768 when you want to work in 720 x 480?

If you go into the render>output settings, under “film”, there are presets for pretty much any format you might want. If none of those work for you you can type the exact dimensions into the width/height settings. In other words, those width/height settings are what determine the output size and the masked area in the editor, so if you don’t want 1024×768, don’t type 1024×768 in there.

Also, if you set “Film Aspect” to 16:9, Cinema will automatically calculate the correct height based upon the width that you enter.
