I generally never make my imported graphics for pan and scan larger than 1.5x the the video resolution I am working in. I have gone 2x and 2.5x on occasion if the situation warranted it.

If you have Motion 1 or 2 from the Final Cut Pro Suite I would think about processing the timeline there. My experience with FCP 4.5 and earlier is the any graphic less than let’s say 50% to 35% begins to look like c**p.
