A quick Google search on “After Effects templates” will give you a list of the big players in the Ae templates market. I would warn you that the more specific your requirements, the harder it is to find a suitable template.

I apologize that I don’t have a more specific answer for you, but I think most of us here would probably purchase a stock map of the US (ideally as vector art, with each state on a separate layer), then style and animate it ourselves to suit the project. I like and use ShutterStock, iStock, and Getty for stock imagery.

As an aside, the link in your signature is broken due to a typo — there’s a comma between https://www and bizvideo instead of a period. Kind of the Internet equivalent of spinach in your teeth. 🙂
