I need to get an mpg2 file into an editable format in FCP. The best way to do this, I understand, is with Cleaner… but if I don’t have Cleaner, is there another way to do this without losing quality? My gut tells me that I need to just shell out the $200, but I thought I’d ask first.

Get MPEG Streamclip (Google search)…..the best there is in a free transcoder.
