    Looks like what you are doing in the test footage was the following;
    1) creating a circular matte
    2) generating lines emanating from the circular matte the use the color found on closest point from a given location to the edge off the circle.

    You can use our RE:Fill to do this. It’s intended use is to fill in “dead” pixels, but you can also do cool kaleidascope and ray-type effects with it by simply providing a matte.     Actually, there is a plug-in called “light wipe” that will achieve that effect identically. If I didn’t know better, I’d say that’s exactly what they used.
