As long as snapping is on (S), the clip will stay horizontally constrained while you move it up, unless you make a large enough horizontal movement to clear the snap target. In other words, with snapping on, just forget about the shift key and it generally will work as you expect. You can even toggle snapping with the S key while you’re dragging the clip.
Premiere Pro CC adds a keyboard shortcut for moving a clip up and down: Alt+UpArrow and Alt+DownArrow. I’m not in from of a Mac right now, but I assume it’s the same there (Alt/Option key plus up/down arrow).
