    What I’m trying to accomplish is to have a black and white video with some randomly moving bars across it. The part of the video that has bars over it changes to color while the rest stays black and white. This seems like a task for expressions but I’m not sure.

    It sounds like you could do it with three layers. The top layer would be a precomp with your moving bars. That would be a track matte for your color layer, with a black and white version below that.

    Now, if I wanted to take it a step further and have the moving lines act as a magnifying glass of sorts and scale the layer it’s turning into color, is that something that’s possible?

    For magnifying, I would just increase the scale of the colour layer, and add an expression to the anchor point, which I would pick whip to the position of the magnifying bar.
