    Here’s the scenario.
I can do this using key frames but i want the randomizing of expression.

I have a thin white strip moving left and right. I want to randomize this action without actually key framing these position in the mask shape. since all it is, is a mask on a solid.

    HELP!

Dan Ebbert’s is the Wizard of expressions, and does what you want here:
    https://www.motionscript.com/mastering-expressions/random-2.html

but with narrow solids instead of a masked layer, but it works for your setup too.

If you don’t know how to do it, just copy Dan’s code (the expression)from the page, then hit “P” on the layer to be randomized, then Alt + Click the position stop watch and Paste the expression into the box, click outside the box and Ram preview… magic Random Horzontal moving layers.
