That’s correct. The numeric 1 and 3 keys only move an event (what Vegas calls a clip) one frame at a time so if you’re zoomed out, it’s hard to see any movement.
FYI, the numeric 4 and 6 keys will move it as well but in coarser increments, depending on how far you’re zoomed out on the timeline.

There is also a plugin called “PluralEyes” that will sync up multiple tracks perfectly.

I use it all the time. It actually matches the audio which of course in turn syncs up the video as well. It’s a great program.
