I have about 22 objects, and in the inspector, each is set to Frame Blending = Optical Flow. When you say “Keep motion blur turned off until your final render”, does that mean I should turn it off on each of the 22 objects?

You are confusing motion blur with frame blending options, they are different things. Frame blending is set on an object by object basis (and is really only useful on video clips that have been slowed down). Motion blur is a single universal setting for the entire project.
If you have 22 video clips in your project I hope they are sequential! I would turn off Optical Flow until your final render.
