Motion blur stopped working

What’s strange is that motion blur seemed to be working on these layers before. I did change from 8 bit to 16 bit. Don’t know if that made a difference. However, maybe I was just getting some motion blur from other transformations and not the bezier warp. I will use timewarp or cc force to get more of the effect that I want. What’s the difference between the two? Thank you for the suggestions.
