you’ll get a lot of bang for the buck with Genarts Sapphire plug ins.
For the motin blur, you are best off doing that in after effects. It’ll give ya exactly what you are looking for in this case.

genarts sapphire has a blur called motion blur but its like a vator blur you’d use in AE or PS. Like, it uses a point then blurs from there. Useful in some cases but not as a motion blur.
You may be able to stack that clip. put a defocus on it using the direction your object is going (you will onty be able to blur it horizontally or vertically) and then use a nested mask to follow it. Again, not a truew motion blur but it’ll soften it pretty good.

Sapphire also has Blur Motion Curves; set its Mode to Blur Only, then just add keyframes and drag the Transform widget to follow your object and it’ll automatically add the proper motion blur. This works if the object translates (shift), rotates and/or zooms. Just make sure to set keyframes so the transform widget moves along with the object.

Of course you have to do this on a keyed foreground or the background will get motion blurred too. That can get a little complex on an Avid but it can certainly be done. Let me know if you’re interested in more details.
