This sounds like something that would be easy in mograph, and I hope you can give a little guidance on where to look.
Simply small planes hanging in 3d space that can be rotated as on a null. -

Mmmh, sure. Simple radial cloner with animated offset and perhaps a randome effector for varying the planes’ positions.

Thanks! I’m also glad you mentioned the random effector, I do want to offset on the y axis.
