There are many challenges that exist with MMS:

Adaptation of multimedia content: There may be a difference in the compatibility of multimedia content for different brands of cell phones. If the network operator is supporting your content adaptation – you can enjoy compatibility with more networks and vice versa.
Cell phone configuration: Multimedia Messaging Service requires some parameters to be correctly placed in you handset. Sometimes, due to poor configuration, you may not receive messages.

It depends on the phone and carrier.
Telestream Episode 5.3.2 had many categories of presets

    Circuit Switched 3GGP
    Circuit Switched 3GGP R5
    Circuit Switched 3GGP2
    GPRS 3GPP
    GPRS 3GPP R5
    GPRS 3GPP2
    GPRS 3GPP2 EVRC Audio
    UMTS 3GPP
    UMTS 3GPP R5
    UMTS 3GPP2

And each of the above has Download and Streaming subfolders with several presets for each.

That Squeeze preset looks closest to UMTS.

What if you need AMR or EVRC audio instead of AAC for example?
You need to know the target to develop the settings and what works on one phone may not work on another.

i read the article. so in other words there is no one compression format to view on different networks/phones even though the subscribers have mms?
“You need to know the target to develop the settings” are you referring to the (target) receiving phone or network?

and in that case, is there an explanation of all the mms formats, book, pdf?

Smartphones are easier than non smart phones.
Most Smartphones generally can handle H.264 Baseline (some can handle Main) with AAC audio, I believe.

    See this 3GP and 3G2
