    Create your 16:9 comp.

Next create a 4:3 comp and drop a new black layer in. Turn on the safe areas. Draw two masks the sizes of the safe areas and apply the stroke effect and set to display on transparent. now save the file as a psd and re-import it into the 16:9 comp.

There is probably an easier way, but once this is done you have it.

Either create a custom overlay like Mark said (it could even be a simple solid) or use rulers and guides to show the cropped areas.

Now I feel stupid, that’s such an obvious answer… many thanks.
