    This will get you close.

First I’d make the text layer, then Duplicate it (Ctrl D). Make the top text Blue, the bottom text layer Green.

The Blue text has CC Light Sweep, the center animated left to right.

The green Text looks like a straight forward mask reveal, keyframe mask shape over time. The static whitish streaks can by done in Photoshop, or Aharon’s method below without animating it). Then the moving marble green is with animated fractal noise (Animate Evolution once you get the look you want, Blending Mode to Multiply within the plugin), methinks.

For the dripping text, click on Aharon’s head at the top and scroll to:

The toxic green is that bottom text layer, it’s green, choose a green as close to the toxic green you can, then to that layer apply the Fractal Noise effect, with the mutiply mode, I think it was, in the Fractal noise pluin itself. Then the text should be green with a fractal pattern. You can further tweak the greeen to get the correct toxic green by changing the Green of the Text, the Character Palette methinks. Hope that helps.
