    layer>auto trace… can create a mask from an alpha channel. it can take a while based on settings, but it is effective.

    a quicker way you may be able to use would be to duplicate the keyed head, then use it as a track matte for a solid that is the color you want for the outline. then apply simple choke to the track matte to grow it out a bit…

    In keylight if you simple use the screen matte and set the replace color to the color you want, set replace method to hard colour. You can then use screen Shrink/Grow to determine the size of the stroke. This just takes a few steps off of arron’s method.
