Pure basics, just for confirmation since it’s 7 am on the West Coast and I haven’t had my coffee yet:

I created a composition in 1080p and enlarged the footage to match (even though it’s smaller in res and looks like crap when scaled up).

If I dump the 1080p comp in a 720p comp, would I end up with the same “quality” thing as if I would have created the 720p comp to begin with? AE is smart like that, right? 🙂

It should look fine the way you’re describing, but if you don’t want any image loss from the scale-up/scale-down process, you should enable “collapse transformations” for the nested layer (looks like a little sunshine, by the motion blur & frame blending switches). This will cause AE to wait to do any image calculations until it’s been piped through the second comp.
