Masking moving images on Adobe After effetcs

Hi Guys,

I am new to after effects. I want to make a video for my 21st, i am making a re-make of the blink 182 film clip whats my age again (seen here https://www.youtube.com/watch?v=rCjbphQH2iE )

The only thing i am having troubles with is how to blur the groin region?

How do i blur that area and make the blur stick to the groin area without having to do it frame by frame?

Is there a way i can select the pixels and that can follow the pixels all the way through?

What tool would i use for this?

Also what is this called? Is this called motion blur?

Thank you very much for your reply, What i was hoping to do was this:

1. There is a fixed Medium shot of a man sitting at his computer looking at a screen which has a super imposed image over it.

2. A second man walks behind the man sat at the computer across the front of the Fixed medium shot.

NOTE: so what actually happens is the man walking across the shot covers the man sat at the computer and his screen, with his body as he walks past for those few seconds.
