No, masks are at the event level only.

To mask an entire track you would have to create a black & white mask with Generated Media or Photoshop and place it on a track above and composite that track with the track you want to mask. Not as easy and compositing affects all tracks below so you may have to push those tracks lower in your timeline so as not to affect tracks that shouldn’t be masked.
