    If you put “the city” on a separate track you have to fade out only this track and leave the background on the other track.

    I hope i understand this correctly: you want to fade the text into the whole clip.
    Put the clip on track 1
    Place the same clip in track 2 (superimpose) and make it shorter in length then the one in track 1.
    Put the text in track 3, same length as track 2.
    Add the track matte effect to track 2 and set it to track 3
    Nest track 2 and 3 together.
    In the new nested seqeunce add a black video in track 1 under the clip and the text.
    Add a cross dissolve to the nested sequence clip in the master sequence.
    The name will now transition into the whole picture.
    Done
