Making the PERFECT Ring
I am trying to do something that seems like it should easy but Im getting undesirable effects.
I want to make a “perfect” circular ring. My approach was to create a new shape layer and draw the circle and then increase the stroke. Seems easy going in but here my problems:
How do I constrain the drawing of the circle? Instead, Im getting an ellipse I try to make into a circle by eye.
Also when I create the stroke, the inner part of my ring when I increase the stroke becomes a football shape. Im frsutrated. Please help.

Try holding the Shift key when making your circle shape layer. That should constrain it to a circle.

Or use the elipse filter on a solid layer. The elipse will allow you to create a circle or elipse, and it has stoke built into the filter. A really nice looking effect.

OK, so here I am again. I think it might be some overall setting because my particles I created also seem to be elliptical. Im taking a tutorial and following it precisely but the only difference is my particles are elliptical.
Any advice based on this new piece of info?

are you working in a square pixel comp or a nonsquare pixel comp? and, are you viewing your elliptical particles on the computer display or a broadcast monitor?
if you are working in a standard broadcast preset (like the ntsc dv preset) then you pixel aspect ratio is .9 (nonsquare). so, on a computer display, a circle will look a bit stretched out horizontally (elliptical). on a tv, that same ellipse will look like a circle.
ae has a crude pixel aspect ratio correction button that toggle back and forth, so you can see your previews with a corrected aspect ratio (bottom of the preview window, towards the right side), but it may be easier to just work in a square pixel comp like the ntsc d1 square pixel preset…
