Nearest neighbor is a one of three different ways Photoshop interprets pixel information. Nearest neighbor is great for resizing black and white only (Line art) images. Go under image to Image Size, Next to Resample Image is a pull down menu. This will allow you to select nearest neighbor. Now when you resize your art, nearest neighbor will keep the separation between black and white much cleaner.
