So I have these 2 black and white xerox of xerox of drivers license pictures that I need to some how clean up and make useable to be full screen HD for a TV show. I used a number of tools mostly the burn/dodge tool, dust and scratches filter and highlight/shadow adjustments but the pictures are still pretty shabby.

Any suggestions? I would really like to tone down the almost cross hatch looking lines on these 2 heavily degraded images.

How do you clean up heavily degenerated images?

    You help is greatly appreciated.
