Making a “Cop blur” on a face, bleeping audio

Not sure they do it, but one way I have done it is with this free filter I found on the cow, check it out here:

There are two filters, on vingnette, and another to highlight faces. You could crank up the highlight and inturn blurrr out the face.

This one’s not free, but there’s a “Point Distortion” filter in the CHV Motion Tracker collection that is designed for just this purpose.

If you want to “bleep” it out, just cut in some audio from from “Bars and Tone” Generator during the offending syllables.
