    Hi,
    I want to create a different look to my film. Like this one?

    Any idea how he does it? High shutter speed and then slowed down?

    It seems almost as if frames are skipped.

    Any help would be helpful

    Create a composition with a low frame rate. Nest the composition containing your footage layers in this lower-frame-rate composition.

    Or, you can use the Posterize Time effect, which is a bit simpler but a lower-performance method.
