are you limited to Motion to create this effect? Not sure what you have access to, but this is an easy one to do in a 3D app. If you have access to Cinema 4D you can find a free file on my site that should help you out Hurricane_Flags
I don’t use Motion so I can’t be much help on that front, but I figured I’d offer this up in case.
