    Just some context. I need to render some videos to use them as rich media for digital displays. Usually I just render them with low bit rates (both target and maximum) and it always seemed to work. Now I’m setting both target and max on media encoder at 2 and it will still give me the same file size as if it was set to 10.

    Is that a bug or is there something I’m missing?

    Exporting video to h.264 format, by the way.

    I’ve found this – especially noticeable with animated gifs, where often you have a size limit.

    I think AME always renders the best option for lossless (speculating here) and often lossless can be below the target value.
