Low cost high speed camera options?

Tall order.

Incredibly high frame rates. Perfect picture. And low cost. I believe you are asking for the impossible.

I’m not aware of anything that will give you frame rates anywhere nearly that high, especially “without strobe or jitter”… other than the Panavision Phantom 35/HD (which goes up to 1052 fps and gives stunning results). But it’s certainly not cheap.
