    So I am trying to create a looped texture that gives the impression of painted cell animation, similar to the one employed on the characters in animations at https://the-giants.com/index.php?/epsiodes/episode1/ . Is this likely a looped painted photoshop texture with a mask on it to create a shape out of? The texture loops too consistently to simply be some kind of noise effect and if it is a mask, the texture seems to move with the mask points. Or is there a specific plugin that creates this kind of effect? I am a little stumped and trying to figure out the easiest way.

    That’s what it looks like to me.

    I’m not sure what tool you’re using, but I’d start with the Puppet tool [link] in After Effects.
